About corruption, we the public are to be blamed equally as the corrupt officials. We pay bribe to get things done out of the way. If it is your right to get some thing done, why you have to pay? I will quote a few instances from my personal experience, where I did not pay bribe and where I paid the bribe for you to judge who are to be blamed..

About 30 years back a flat was allotted to me by Delhi Development Authority, an organisation notorious for corruption

. I was told to get the possession letter I would have to pay a minimum of Rs.1000 to the dealing clerk. I went to the clerk concerned and with out bothering to check the files, he said that my file was with the officers and would take a day or two for it to come. I told him that I had taken leave from office that day and would wait the entire day there and if the file does not come I would come again the next day and would come every day till the file comes. I stood in front of his table while he handled other persons and he saw me closely watching his actions. He started sending every one away saying that the file had not come as he could not ask for money in my presence. This continued for half an hour and then he called me and said that my file was under some other files and handed over me the letter. Then I went for electricity connection for the flat, where the bribe rate was Rs.200. When I gave the application to the Asst. Engineer in charge, he bluntly told me that it would take two months to get the connection. I told him to give any date. He asked me whether two months was alright, I said yes and he gave a date one week later. If I had asked for a date earlier than the two months indicated by him he would have asked for money and would have given me the same date, one week after. The same thing happened for water connection. When the electricity people came to give connection, I gave them Rs.25 a good sum at that time as tip, one of them threw the money and said that their rate was Rs.100. I took the money from the floor and locked the meter room. Then they threatened that they would disconnect the connection. I told them that if they break my lock, I would report the matter to the police. Then they wanted the Rs.25 which they threw earlier back. I refused to pay even that. I did not have problem from them till now.

Another instance where I paid bribe. About 10 years back, I bought a property . The document writer told me that he would undervalue the property and I could save around Rs.20000 on stamp duty and that I would have to pay Rs.2000 as bribe to the sub-registrar. I am not that honest to disregard his advise and I saved Rs. 18000 by paying Rs.2000 as bribe.

The mutation (Pokku Varavu) of the same property was to be done. I was told that I had to pay Rs.100 to the clerk in the village office to get the work done. I gave the application to the clerk and paid the fee of Rs. 10 and got a receipt and told him that I would come after one month. I went after one month and he asked me to come after a week as he did not have the time to do it. Then and there I submitted an application under RTI to know the reasons for not doing the mutation for one month and asking the date by which time it would be done. The Village Officer, seeing the application, got the work done within half an hour and requested me to take back the application.

I have taken the trouble to narrate these incidents for the readers to judge who is guilty for our country being corrupt.

Long time back we opted this type of democracy. Corruption, exploitation, criminilazation are the by products of the present form of democracy.They cannot be wished away, whether Modi or Rahul rules the country. Can a common man get a vehicle registered, property registered, FIR registered without bribing, RTO, Sub-Register, Police?. Can any of these officials be posted to their place of choice without bribing MLAs, Minister in chage of the district? Corruption starts .right from the village level revenue officer to the hightest. Last year one SC, CJ sold judgement in favour of owners of private medical colleges on the day of his retirement. Government officials, including judicial officers are given so much protection that they escape the long arms of law easily. The less said about political class the better.
