Law and order is above everyone. Who may recommend, if he was proved guilty definitely to be be hanged, but if not, then never so. 

So if he was the real guilty, then all his wish of re-petition should be considered as his last wish, as a guilty will always be proved as such wherever he may appeal.

But a loss of time factor will be there. But as seen from Kasab's case, time factor is not such a important factor. 

Still if there is a conflict, govt should consider such losses to prove him either to set free or 100% guilty, so that no man can argue further. 

But if it's only case of consolation towards his family, then no skip should be allowed, because there is a question of consolation for the families of those 257 people died in blast. One family can be ignored for 257 families.
