I am sure Modi government I mean our government headed by Saharkar Modi is already embarked on a mission to bring about this awareness to the masses via TV /Radio and media plus also via Panchayati Raj.
Efforts are made to inculcate the need to adhere to good hygiene by building toilet facilities in all homes.
Apart from that  efforts are made to inculcate in the minds of young ones the need to keep our environment clean and the like via all educational institutions. 
I think Dr.Abdul Kalam's observation has been noted and Modi Sharkar's government is already a foot to fulfill Dr.Kalam's vision
It is important every Indian contribute to keep our country as clean as possible for our own good and health..
