Small correction, I think you meant Kamaraj was illiterate, and not "literate"as you wrote. Any way Kamraj was  not illiterate, he had studied up to High School, which was above the present 8th class. He was fluent in Tamil and had adequate knowledge of the language Hindi or English, to converse with national leaders. Though he was Party President, he did not have to take decisions on Govt. of  files.   In the present case the 5th class Minister, is in the central, where most of the policy files are in English and he/she will can follow the example shown by the Governor.

He could not read or write even his mother tongue since he had not gone to  school.  He was a  watchman in a school and was elevated to the post of Governor as reward for saving the life of a high dignitary. I was reminded of this Governor, when I saw in today's news that the qualification of one of the newly sworn in cabinet ministers is 5th pass. Let us hope the best for the country
